Sustainable Development and quality service delivery cannot occur without adequate trained personnel; whether in management and administration, technical services or community development. UPIMAC has extensive experience in undertaking capacity building activities like training, undertaking capacity needs assessment, drawing up training plans and carrying out other human resource development capacity initiatives that lead themselves to meeting the needs of clients in various sectors and levels.

UPIMAC has particular competence and expertise in carrying out Training of Trainers courses, where principles of Adult Learning, Techniques for instructors design, training methodologies, presentation and facilitation skills are imparted on trainers. Computer training is an integrated part providing hands on training our clients.

A Demand Based Approach is adopted where specific/skills are needed. Capacity Building that is strictly guided and tailored towards the actual needs of the people is an important element in the planning and management of development programmes.

In addition, Capacity Buidling (CB) activities in the LGs incorporate the needs of CBOs among other key stakeholders and our consultants have had an opportunity to review the CBNA reports and implementation reports.

Aware that the Public Sector is the principal actor in macro socio economic policy and a vehicle for national development, UPIMAC puts emphasis on productivity management, management of human resource, financial and other resources. In addressing Public Sector Management, activities range from planning, formulation and implementation of policies, programmes and projects for delivery of goods and services to the nation through a number of Government institutions.

The focus therefore is on Government ministries, Independent departments, Commissions and authorities, Parastatals as well as NGOs and CBOs. UPIMAC ensures efficient and effective delivery of services in the Public Sector by applying appropriate management strategies including:

Performance Management System (PMS);
Performance Evaluation, Assessment and Review (PEAR);
Value for Money Audit (VFMA);
Work Improvement Teams (WIT);
Computerization of Personnel Management Systems (CPMS);
Organizations and Method (O&M);
Rationalization of the Institution Functions and Management;
Sizing of staff establishments.

UPIMAC is concerned largely with strategic management of human resource in regard to leadership, training and development, team building, motivation, communication and institutional capacity building, accountability as well as addressing macro level organizational questions such as organization structure and design.

Successful approaches to rural development require multi sectoral concepts, which take account of both the local and global context of the social and economic reality in the rural areas. Adequate framework conditions are important determinants in this respect. They are key prerequisites for responsible action on the target groups and other key participants. Therefore UPIMAC Consultancy Services, beyond other key areas of intervention, offers all-important components of organizational and regional development.

Our experts provide programme and project evaluation services to clients in a wide variety of situations. We focus on programme or project effectiveness. We understand the need in programme/project evaluation for the application of consistent and sound principles and guidelines. We are familiar with the principles and guidelines set out by the central government, higher and lower local governments and development partners.

Complementing our strategic planning capabilities, UPIMAC is able to assist client institutions in implementing and managing large scale, corporate systems and change projects. Our professionals combine a thorough understanding of the emerging technologies with a developed appreciation of our local environment. We stress the forging of strategic alliance and linkages between the end user and operational groups.
